The gallery is already open to the public.
Click Gallery along the nav bar and you can see public galleries. Below that, there should be two links: 'Users Personal Albums' and 'Your Personal Album'. If you click 'Users Personal Albums' you should be able to see any galleries that members have uploaded.

The Gallery is a members-only feature. Similarly to how only members can view the Chatbox or make posts, only members can view the Gallery. I have been an admin myself on forums, and unfortunately I don't think this can be changed. Next time I see Maygirl, I'll bring it up, but sadly I don't think we can change this. It's not because we don't want to; it's just technically impossible.
Or, to the best of my knowledge it is, anyway.
